There is no doubt now that information and communication technology (ICT) and telemedicine are necessary to keep healthcare at a qualitatively acceptable level. Now is the time for quality improvement in healthcare through ICT.

The future application of ICT in healthcare will only yield the expected benefits if and only if, firstly, ICT infrastructure is fully ready, and secondly, healthcare professionals are aware of the developments and are trained to use the technology-based healthcare services.

For this purpose, independent research in the area of telemedicine is crucial for the development of concrete applications of healthcare. This special issue will report on the development of telemedicine in the various areas listed below.

Submitted papers should not have been previously published nor be currently under consideration for publication elsewhere. (N.B. Conference papers may only be submitted if the paper has been completely re-written and if appropriate written permissions have been obtained from any copyright holders of the original paper).
