Abstract: This study investigated factors and dynamics of linkages between strategic visions and their outcomes using the economic development strategic visions of the Ulundi and Nongoma local municipalities, on the basis that public organisations plan for their future by developing strategic visions, which guide their actions. However, though organisations plan, frequently they fall short in realising the outcomes set out in their strategic plans. The study adopted a qualitative research approach. The findings of the study revealed that the shortage of resources and lack of collaboration between stakeholders constrains the realisation of the set strategic outcomes. The results showed a converse relationship between factors enabling the attainment of strategic outcomes and factors constraining the attainments of strategic outcomes. Therefore, the study recommended collective effort between stakeholders to carry out the set strategic goals and effective resource mobilisation to ensure that organisations have adequate resources to execute the set strategic visions.
