Which key action plans should be prioritised for SME retail entities in navigating business during the COVID-19 pandemic?

Abstract: The worldwide retail industry has experienced tremendous shift due to the COVID-19 pandemic, triggered by changes in consumer behaviour and limitations in their operations. This research aims to identify the key action plans required by small and medium-sized retail entities in the Greater Jakarta area dealing with disruptions caused by the COVID-19 pandemic. Defining the 'key action plans' was conducted using our proposed 'specific-generic-specific' conceptual approach. Eight dimensions from the model of culture were used as a specific starting point in identifying key challenges faced by various retail SME. Various action plans were then gathered through an open questionnaire and condensed into 19 key action plans. The key action plans were then analysed with simultaneous importance performance analysis and Eisenhower matrix. The result showed seven essential key action plans for mitigating the effects of the COVID-19, two related to external collaboration for survival and one for gaining internal efficiency.
