Cost, defining, and responsibility of government purchasing Open Source Software

Abstract: Various countries now are paying close attention to Open Source Software (OSS) because of its 'security cost' which is different from the commercial software. But how to make the 'security cost' as one of government's purchasing principles, define national (OSS) and respond to the technique and product flaw services of OSS are all new legal problems which needs to be analysed.
