Evaluating program performance: the case of Federally funded collaborative research

Abstract: This paper demonstrates how one might begin to evaluate quantitatively the short-term economic impacts of Federally-funded collaborative research programs. This demonstration is based on two research joint ventures recently funded by the Advanced Technology Program at the National Institute of Standards and Technology within the US Department of Commerce.
