Abstract: This paper is based on a survey describing the various national programs in Europe, which aim at promoting the use of innovation consultancy services. The different European countries use such programs to promote innovation in companies. Different modes of operation have been developed to implement these programs. It is remarkable to observe the correlation between the use of certain programs and the political and cultural organization of a country. It is possible, on the basis of the experience gained, to analyse some effects of the different types of programs on the economic life of a country, despite the general lack of systematic evaluation of these programs.
