Abstract: The purpose of this paper is to identify and test a linkage model that integrates the Intellectual Capital (IC) management model into the European Foundation for Quality Management (EFQM) business excellence model. Based on an extensive literature survey and the case study in an ISO 9001:2000 certified public Research and Development (R&D) organisation, the results indicate that: the linkage model can be successfully operated in a public R&D organisation based on Quality Management (QM); the linkage model encourages a public R&D organisation to routinise the IC management activities; the linkage model can be used for assessing the real value of knowledge-oriented organisations.
