Abstract: Science and technology parks play important roles in technology and economic development of countries. This paper develops a hybrid multiple criteria decision-making model using the fuzzy group analytical hierarchy process (FGAHP) and a modified elimination and choice expressing reality (ELECTRE). ELECTRE is modified to achieve a more appropriate ranking. This hybrid model facilitates the decision-making of managers in real-world cases of science and technology parks investment. Also, to keep AHP capable and efficient in evaluating the large number of alternatives, we analysed the number of pairwise comparisons in uncertain environment using imprecise linguistic criteria. A comprehensive numerical illustration is presented to emphasise the applicability and effectiveness of the proposed hybrid decision-making model.
