Abstract: This paper has attempted to practice the evaluation of learning organisation by studying learning organisation models. Changing organisations into learning ones empowers them and as a result these organisations are going to change rapidly and improve their performance more and more consciously. As experts in the study area the research population were masters in various fields of management trends. First, 30 people were chosen. After that, by examining their responses to questions 11 people were selected from them. Finally, using the Delphi method the results of data analysis were obtained. Various models with different components and structures have resulted in structural and functional diversity of creating the learning organisation. Also, in these models, interactive perspective of components and not the process one has been much debated and further emphasised. As a result, how to begin and ensure optimal deployment of a learning organisation it has been discussed less. Thus, based on data analysis and studying theoretical resources, a practical framework of creating a learning organisation has been presented on how to start and monitor the process of establishing a desirable learning organisation. By practicing obtained framework and applying experts' opinions to validate it, an attempt has been made to increase its reliability.
