The viable system model and the DCSYM methodology to the e-Government for Mediterranean Countries perspective: a case study in Corfu Sunspots tourist agency

Abstract: Changes in information and communication technology (ICT) require continuous modifications in contemporary organisations and in corresponding work processes. Although technologies are a means and not an end, they should be chosen considering legal frameworks, organisational issues, social and territorial peculiarities and economic sustainability. The e-Government for Mediterranean Countries (eG4M) (Misuraca, 2006) project basically concentrates on extending, completing and improving the e-model through the achievement of new research results and its application by participating with the support of the Mediterranean Countries (MCs) - in establishing and consolidating their e-Government systems. This paper focuses on improving the modelling of eG4M perspective using systemic methodologies and especially the viable system model and DCSYM. The methodologies' target is to correctly analyse and form the model and in parallel to improve it. Systemic methodologies focus on human and are very valuable tools which help understand and define the functions of a system.
