Abstract: Performance management system (PMS), integrates all performance management elements and aligns organisational objectives with individual objectives to produce a high performing workforce. The study examined the extent to which the three PMS phases of planning and developing performance, monitoring and reviewing performance and rewarding performance influenced the key employee performance (EP) indicators of output quality, absenteeism/tardiness and service delivery timeliness. This paper adopted a survey research design, using the opinions of 200 federal public servants from four randomly selected federal ministries departments and agencies (MDAs) in Enugu State, Nigeria. The findings revealed that all PMS phases has a positive and significant effect on EP in the MDAs used. The study then concluded that PMS plays a positive role in improving EP in public organisations, through the PMS phases. The paper presents compelling reasons why management of federal MDAs should focus on implementing a well-designed and effective PMS in the public sector.
