Abstract: The initial pioneering procedures in any research involve rational, logical, approximate reasoning and systematic treatment of available verbal and numerical data. In the meantime, the data uncertainties, vagueness, imprecision and missing data must be treated in an objective way to make initial decisions, which are bound to improvement with new data inputs. Today, as a result of globalisation and communication internet, the world is reduced into a scale to a village, where accessibility facilities are various. In this paper, two driving factors, namely, research and development are considered as simply effective on the commercialisation. For this purpose, after the explanation of uncertainty and each factor, a fuzzy logic model and inference system is proposed in detail. The main conclusion is that all the variables and variables in socio-economic domain have uncertainty ingredients, and therefore, there is room for further research and development leading to better commercial products.
