Abstract: Currently, the latest technological revolution of information and communication technologies (ICTs) is a fact. It has reached to the most inhospitable areas. In this setting, the massive expansion of information technology, the internet, and telecommunications has put in check principles that were installed from developed countries to the rest of the world. At the same time, the practices, which were linked to information free access, knowledge, and tools for collecting, processing, and disseminating knowledge, have been expanding strongly. It seems to represent an opportunity to improve the conditions of competitiveness of Argentina, as a growth country and technologies' recipient, practices, and legislation about this topic. This work puts into discussion these possibilities, taking into account the features characteristics of our country as a peripheral economy and other particularities that differentiate it from the rest, based on the presence of cycles of advances and setbacks.
