Abstract: This study implemented a zero accident vision (ZAV) project based on the precept that all accidents are preventable. One crucial question was, 'What indicators contribute to achieving the ZAV? ' The Delphi technique was utilised to reach a consensus on the indicators. We were also interested to discover which indicators are more important to achieving the ZAV's objective. Thus, the degree of centrality (out/in) focuses on relationships between each pair of indicators. The findings of this research led to identifying 31 lagging and leading indicators. In this technique, indicators with the highest out-degrees such as management commitment and supervisors' activities have more power to affect others in the ZAV process. In addition, indicators with the highest in-degree are more under the effects of others in the system, which fewer attempts can achieve. This research was the starting point of a long-term study in the mining company to strive for zero fatalities and create a preventive culture through ZAV goals.
