Abstract: The main objective of this research is to build a model for improving the quality of strategic human resource development that suits developing countries. So, this research represents a response to the calls for research in the field and is expected to serve as a guide in understanding quality practices of strategic human resource development in developing countries. The researchers conducted a comprehensive review of the literature in the field of both developed and developing countries. This includes evaluating its applicability in developing countries because of unique features that differentiate developing countries from other Western countries. Results revealed that improving the quality of human resources in the Arab World requires more than determining the strategic organisational goals or documenting a number of HRM practices and putting them on organisational shelves. Rather, it requires actual practical implementation of quality HRM practices by aligning it both with the strategy and the real life of the people in their organisations. This model can be used further to facilitate further investigations in the field as well as a solid platform for future empirical research.
