Abstract: With the continuous development of economy and progress of society, vocational education policies are also constantly changing. Taking the release of 'The 20 Articles of Vocational Education Reform' as the dividing point, this work selects 20 vocational education policy documents from official government websites, and uses ROST software to analyse word frequency in detail, so as to extract and integrate high-frequency words. According to the six dimensions involved basic concepts, subjects, mechanism support, implementation effects, service provision and development planning, understand the inherent characteristics of vocational education policies, such as focusing on teaching reform to improve quality of talents training. Therefore, the vocational education-related subjects can adapt to vocational education policy changes, strengthen the implementation, and cultivate high-quality vocational and technical personnel urgently needed by the society, so as to promote the vigorous development of the economy and society.
