Abstract: Nowadays, the implementation of strategic planning is fundamental because it allows organisations to be designed and managed efficiently. Therefore, a strategic planning model is proposed to improve municipal management in Southern Lima. The research is applied with a non-experimental design. A questionnaire on strategic planning and municipal management was administered to 73 civil servants in the municipalities of Southern Lima, with a Cronbach's alpha reliability of 0.779. The results show that 63.01% of the civil servants indicate that the level of continuous improvement is poor, 61.64% indicate that the level of desired future is average and 69.86% express that the level of institutional management of the organisation is poor. These results reflect the need for municipalities to implement the collection, analysis and synthesis of urban data, plans and knowledge in order to make informed decisions to improve the local government management system through good management of organisational resources.
