Title: Effect of organisational culture and organisational learning on company performance with competitive strategy as the mediating variable

Abstract: The purpose of this study was to analyse the effects of organisational culture and organisational learning on company performance, where the relationship is mediated by competitive strategy in Riau Province. The population in this research was the public users or those who receive licensing and non-licensing services at the National Institute of Public Administration and the employees of the National Institute of Public Administration. In the data collection process from all employees and service users, a survey was conducted to 150 respondents. In this research, secondary data was obtained from each Integrated Service Office in Riau Province by distributing questionnaires. Before being analysed, data from questionnaire distribution were tested for validity and reliability. This study used multivariate SEM technique. The better organisational culture is, the higher organisational learning will be; the better organisational learning is, the higher competitive strategy will be; the organisational culture and company performance has a positive relationship; also, competitive strategy and company performance has positive relationship too. In addition, organisational culture has no significant effect on competitive strategy and organisational learning has no significant effect on company performance.
