Abstract: This study explores the level of global e-readiness and how this serves as the basis of e-government and e-business development. Whilst extant research has sought to explore the drivers of e-government and e-business development from core tangible infrastructural perspectives, this study departs from this view and perceives e-readiness as both tangible and intangible infrastructure needs that can serve as the conduit of global e-government and e-business development. Using cross-sectional data drawn from several archival sources from 135 countries for the year 2016, we employ partial least squares structural equation modelling as the analytical tool and using technology-organisation-environment framework as our theoretical lens to interrogate our model. Our findings show that a country's e-readiness positively influences both its e-business and e-government development. Furthermore, we show that a country's political and regulatory environment plays a key role in mediating the relationship between e-readiness and e-government development and not e-readiness and e-business development. Some implications for research, policy, and practice are presented.
