Abstract: It is difficult for research and development (R&D) organisations pertaining to the public sector, mainly defence, to get the desired output. To overcome this problem, an attempt is made to develop a quantification system for key performance indicators for R&D projects. An exhaustive discussion on issues in project management was done by interacting with 82 scientists and ten principal investigators; conducting a detailed survey from scientists to analyse the issues and probable parameters foe evaluation; analysing auditor's reports; analysing the performance of five years plan of R&D institute, etc. The developed flexi model has four heads - input, process, output and outcome. There are 11 key performance indicators (KPI) under these four heads and each KPI is again divided into few parameters for which weights can be customised. Rubrics are defined to give a rating to each parameter to ensure fair evaluation of R&D projects. The developed flexi-model is applicable for any R&D organisation for measuring the project's performance.
