Abstract: In order to overcome the problems of low accuracy and long evaluation time in traditional performance evaluation methods, this paper proposes a performance evaluation method of legal aid system reform based on grey correlation analysis. Firstly, the Delphi expert consultation method is introduced to build the performance evaluation index system of legal aid system reform. Secondly, the initial matrix is constructed to improve the rationality of evaluation sample selection through index weighting. Finally, the grey correlation coefficient matrix is constructed to determine the closeness to the positive and negative ideal value according to the preference of the decision maker for the position, and the evaluation results of the reform of the legal aid system are obtained. The results show that the accuracy rate of this method can reach 98%, and the evaluation time is only 29 s, indicating that this method can effectively improve the performance evaluation effect of institutional reform.

Keywords: grey correlation analysis; indicator weighting; positive and negative ideal solution; legal aid system; reform performance.
