Abstract: The transfer of the traditional teaching and learning process into the new environment is not always successful. In this paper, we identify the most important factors that need to be included in the e-Learning engineering process with emphasis on the human, social and cultural factors and how these affect the successful development of e-Learning systems. The critical factors are divided in three axons Human, Social and Cultural Factors, Quality Components and Pedagogy Requirements. Finally, we propose an e-Learning engineering process incorporating these axons. The process is demonstrated through a case study showing the efficacy of our process.
