Abstract: The health sector in Bangladesh has been predominantly crucial for alleviating poverty. This paper aims to show how decentralisation in the health care sector alleviates poverty and how effective Bangladesh is to achieve SD goal 1: zero poverty. The higher fiscal decentralisation on health sectors throughout the country, the lower the poverty. I used a regression model to show the magnitude of the relationship between expenditures and receipts on health sector. It is not about resource utilisation but the fiscal decentralisation of government financing in three sectors, centre, district and upazila; also, availability of health services around the Bangladesh has been improving and its impact on achieving zero poverty. The hypothesis of this study based on the model proved the impact of expenditures on health to receipts from it. Moreover, this study has explored the picture of fiscal decentralisation of health sector using wealth dissemination to this sector.
