Abstract: To survive in an increasingly complex and dynamic world, many firms are struggling to re-define themselves and to understand their products, processes, and markets in new ways. In the United States, the need for strategic change and adaptation is critical in the unique economy that has grown around the federal government in firms whose revenue comes primarily from (increasingly precarious) federal contracts. The purposes of this paper are to propose systems theory (Katz & Kahn, 1966) as the theoretical foundation for the concept of organizational transformation and then to apply the concept to the unique situation of federal contractors.
