Abstract: The main purpose of the article is to clarify the understanding of human capital by examining the processes that occur with refugees from Ukraine, who are carriers of such capital, in order to understand the threats and new opportunities that arise as a result of their stay in EU countries. In addition, in the context of this study, modelling of the process of planning the development of human capital in the context of military operations in Ukraine was carried out. The methodology involves the use of modern research methods. The methodology of the article includes general theoretical research methods, as well as the methodology for modelling DFD. The conducted research is aimed at tracking changes in the understanding of the essence of human capital and its key parameters in the process of implementing Industry 4.0. The digitalisation of the global economy provokes an increase in demand for a highly qualified workforce capable of generating new ideas and improving their digital competencies.
