Title: Critical success factors in S&T policymaking using confirmatory factor analysis and DEMATEL: a case study

Abstract: Recently, Science and Technology (S&T) policy has risen as critical aspects of economic development. In fact, S&T policy should support adoption and diffusion of countries' competitive technologies for economy and national development. Therefore, policymakers need to indicators that describe the level of adoption and diffusion of these technologies. In this paper by reviewing the literature of the S&T policymaking, i.e. public policy, S&T policymaking process and tools, innovation systems functions, various measures have been generated. Then, the labelled Critical Success Factors (CSFs) consisting of policy-base factor, law and regulation, market, structure, technology and education and learning are validated through a real case study in National Iranian of Oil Refining and Distribution Company (NIORDC). Confirmatory factor analysis and DEMATEL techniques are applied to prove the proposed CSFs.
