Abstract: The aim of this study is to investigate strategic planning of human settlements development in Qeshm Island using SWOT analytical model and proposing the developments in the future horizons. In this study, firstly, the environment's internal strategic factors (strengths and weaknesses) and external factors (opportunities and threats) were identified. Then, SWOT and QSPM matrix were used to evaluate and priorities these factors, as well as to develop several proposed strategies. In this study, the proposed model adopted in Qeshm Island which is a resort island located in the Persian Gulf in Hormozgan Province of Iran. The results showed that the most effective strategy to optimal development of the human settlements use of coastal areas of Qeshm Island strategy: strategies of deployment of integrated coastal zone management plan to prevent the destruction of sensitive coastal areas as a result of unsystematically and reckless development of commercial and residential centers.
