Abstract/Summary: Development of science, technology and innovation, particularly developing high technologies has been an important focus of Iran's leaders in recent years. Excellence in science and technology and promoting a knowledge-based economy have been considered in the national 20 year vision 2005–2025 and the fourth five-year development plan 2005–2010. Although Iran has made significant progress in many areas of science and technology in the last decade, yet the performance of its innovation system remains weak. In this paper, ten essential elements comprising six major functions and four major interactions of the Irans innovation system were briefly examined. Then, the government strategies for strengthening this system are developed by SWOT analysis.
