17 - 33 | Shipping service providers can increase their service capability and operational competence by offering shippers intermodal services, which are essential elements for a port to attract cargoes and evolve into a shipping hub ofcglobal importance. The ability of shipping service providers to offer intermodalc services is influenced by different forces in the operating environment of the shipping industry. In this study we examine the driving forces for shipping service providers to develop intermodal transport and identify the key elements of an intermodal transport system desired by multiple users who have different expectations and requirements for shipping services. We also present a theoretical framework that possesses the attributes of an intermodal transport system sought by different shipping user groups. We apply the framework to illustrate the essential elements of an intermodal transport system in the context of Hong Kong's aspiration to evolve into an international shipping hub. Our framework provides policy-makers with useful insights that guide their effort in developing the intermodal transport link, which will help strengthen a port's role as an international shipping hub.
