Abstract: The purpose of this study is to propose a model for digital enterprise development from scratch. The attention is paid to technical aspects of using the website as a tool for enterprise allocation in a cross-border e-commerce market. For novices in web development, two options are suggested: Joomla, open-source content management systems (CMS), and its free hosting on Denwer, local server for Windows. The provided guidance with common steps of website design allows modelling the project of the site in a free environment. The final version of the site with the installed plug-ins, such as VirtueMart for online sales, can be easily transferred to the purchased hosting server. Its location can be found on the ground of principle of the proximity to the user/customer. It tends to be in the Sino-Russian cross-border e-commerce market that opens a new opportunity for international merchants, and though poses additional challenges.
