Abstract: This paper identifies the effects of supply and demand-side policy instruments on innovative organisations in Mexico. We apply a Likert-scale self-assessment vehicle to a purposive sample of 27 innovative organisations for the collection of perceptions about conditions related to the usefulness of these instruments. Qualitative comparative analysis (QCA) has been used to identify combinations of conditions to explain the role played by such policies. Results show a number of relevant configurations of antecedent perceptions on policy instruments leading to higher innovation expenditures, namely: 1) the presence of export support capabilities concurrent with non-repayable grants; 2) the presence of non-repayable grants and the absence of previous experience in public procurement of innovation (PPI); 3) the presence of export support capabilities and PPI, but not previous PPI experience. These configurations indicate that innovation support ought to consider instruments combinations, with implications for competitiveness development and innovation policy.
