Abstract: In this paper, we proposed a max-min power control algorithm (MMPCA) with MIMO-NOMA to optimise the resources (radio resource) in MIMO-NOMA system. When the multi-user equipment is present in a network, the user which is far from the base station (BS) is not able to decode its signal which is because of the bad channel condition of the far user. This leads to error propagation from one user to the remaining other users and leads to unsuccessful data transmission and delay in the communication process. In order to deal with this problem, we will implement MMPCA where the far user/cell edge user is allocated more power so that it can decode its original signal successfully. Thus, minimising the BER of the system, and reducing the probability of outage. The simulation result shows that the optimum sum rate, energy efficiency (EE), lower outage probability, and minimum BER are achieved with the proposed algorithm.
