Abstract: Theory of computer-aided underwriting and study status of Fuzzy Underwriting technology in health insurance are analysed. Faced to the health insurance market in Chinese Mainland, the Two-layer Dynamic Fuzzy Underwriting (TDFU) system, a computer decision support system consisting of Fuzzy Applications Classification and Fuzzy Applications Analysis is built, feasibility and superiority of this system are demonstrated, and mode of its development is discussed. Operation strategy, core algorithm and program flow of TDFU system are designed. A TDFU system in serious illness insurance, a typical health insurance, is also developed in detail.
