Abstract: The experience gained so far in supporting economic and industrial reform efforts in the successor states of the former Soviet Union shows that the simple transfer of Western know-how is ineffective. The paper contrasts approaches in the Commonwealth of Independent States (particularly Russia) with those in the former East Germany, and notes in particular the need to focus on the small business sector and on regional redevelopment.
