Abstract: This paper considers the role of information technology (IT) in the management of higher education, and in particular the development of an IT-based support system. In order to be able to understand thoroughly this role, the paper describes typical university administrative and management frameworks within which information flows take place and decision processes occur, and discusses a mental model of the role and function of the various university departments and offices. This research is based on the authors' personal experiences at a number of American universities of many institutional types, and with a variety of styles of management.
