Cross-countries differences in entrepreneurial processes: the case of Slovenia and Croatia in international context

Abstract: In this paper, authors follows the findings of Davidsson that from the entrepreneurship determinants point of view entrepreneurial activity originates in three waves: the wave of objective ability, need and opportunity for entrepreneurship, the wave of perceptive ability, perceptive need, and perceptive opportunity for entrepreneurship, and the wave of entrepreneurship motivation, which later results in entrepreneurial activity. The aim of this paper is to investigate how 'efficient' were the transformations of one of the waves of entrepreneurship determinants to another in Slovenia and Croatia and in other countries, participating in global entrepreneurship monitor (GEM) research. To measure the efficiency of those transformations, the data envelopment analysis (DEA) model was adopted. One of the most interesting results is that Slovenia and Croatia are among those European countries where the objective determinants create strong perceptions about entrepreneurship, but these perceptions are not efficient in leading to entrepreneurship in Slovenia, while in Croatia those perceptive determinants are strongly reflected in entrepreneurial activity.
